- I had a new Air Conditioning Unit installed at my house on August 4th, 2023. The technician from Palm Bay Air & Heat company had me signed a document for an Inspector from the City of Melbourne, Florida, Code Compliance Division, Building Section, Inspections-Permits to come out to inspect the work done by this company. The technician also asked me to choose the date I wanted for the inspector to come to the house. I picked Friday, Aug 14th. They charged $195.00 for the Permit/inspection fee. I waited for 9 hours on Aug 14th and the inspector never showed up. When I contacted Palm Bay Air & Heat to find out what happened they put me on hold to check with the manager, and their answer was to call later. I tried several times and got angry because I figured out that they never contacted the Permit office.

- To my surprise, the Permit Office In Melbourne had issue the Permit to Palm Bay Air & Heat but had not paid for it. This is the most stupid process by any government agency I have ever seen. So, Palm Bay Air & Heat gets to keep the permit indefinitely without paying for it, keeps the $195.00, and I never got an inspector to come to see the unit, even though I paid for it.

- I contacted the Permit Office In Melbourne by phone and was explained to me that this is the process. The person that I spoke to said that I could send a letter requesting another company to get the permit. That they will give Palm Bay Air & Heat 2 days to pay for the permit if it wishes to keep it. Otherwise, it will be given to the second company I selected.

- I was contacted via e-mail from the same Permit Office In Melbourne, and stated; “We also spoke with Palm Bay Air & Heat they would like to pay for the permit and get the final inspection set up in order to close out the permit.” This was on Aug 21st, 2023.

- On Aug 30th, 2023, I sent another email to the same Permit Office In Melbourne, asking if Palm Bay Air & Heat has paid for the permit. The answer was “No, they haven’t paid” and he had the nerves to tell me to contact Palm Bay Air & Heat.

- I feel that the Permit Office In Melbourne needs to start making these companies responsible for their illegal "Modus Operandi." They need to fine them and take away the permits if they don't pay for it. These contractors are playing and abusing the system that the Permit Office In Melbourne has established. They play the customers, disrespect them, and steal their money.

- There are two sayings: 1) "There is no worse blind than the one who doesn't want to see." That's the Permit Office In Melbourne and their operation. 2) "Why buy the Cow if you're getting the milk for free." That's exactly what they’re doing with the contractors; that's why they scam people and get corrupted.

- This process at the Permit Office In Melbourne makes absolutely no sense.

I have no running water where I rent for 5 days. Left multiple voicemails during business hours, and 48 hours later, still no response.

I had called in right at open (7:30) multiple times in morning just as they were opening in an attempt to have a time frame for todays inspection. When the woman answered she starts yelling at me like I am her child or something about how I called too many times and to never call again before 730. While I apologize for the inconvenience she continues to talk down to me. Any question was returned with a hostile answer. When I take to my girl friendc about it she was treated the same way by the same lady, honestly incredible she has a job where she speaks to public.

Finally get in touch with an inspector who cannot give me any bit of information other than to say he is swamped. He was not rude but seems like might be a bit understaffed, I couldn't imagine having 28 appoints I had to drive to in one day.
